Utah building permit fees are calculated by each municipality independently. Most use a valuation-based method — typically 1.0–2.0% of the construction valuation for the combined building permit and plan check fee. The “construction valuation” is determined by the building department using ICC Building Valuation Data tables — not the contractor’s contract amount. For a $600,000 construction valuation project, combined permit and plan check fees typically range from $4,500–$8,000 depending on the municipality. Trade permit fees (mechanical, electrical, plumbing) are $150–$600 each for residential projects. WUI and special review fees vary. Permit fees are itemized by type in every RainFire Builders estimate — they should never be a surprise at the permit desk.
