No — permitted work may not begin before the permit is issued and posted on-site. Starting construction before permit issuance (building at risk) can result in: a stop-work order; a double-permit-fee penalty in many Utah jurisdictions; requirements to uncover work that was performed without inspection; and, in some cases, requirements to demolish work that cannot be properly inspected retroactively. Certain site preparation work not regulated by the building code — vegetation clearing, rough grading where no grading permit is required — may proceed before the building permit in many jurisdictions. RainFire Builders builds permit processing timelines into every pre-construction schedule and never begins permitted work before the permit is posted on-site.
