Yes — virtually all decks in Utah require a building permit. Utah municipalities require permits for any deck attached to the home (ledger-attached), any deck over 200 square feet, any deck more than 30 inches above grade, and any deck with an overhead structure. A small detached ground-level platform under 200 sq ft and under 30 inches above grade may qualify for exemption in some jurisdictions, but this varies by municipality. Unpermitted decks create insurance and liability issues, complicate home sales, and may require costly demolition or remediation if discovered.
