Kitchen base cabinets are installed before flooring. The flooring runs to the cabinet toe kick — not underneath the cabinet boxes. This is correct for several reasons: cabinets bear significant weight and should sit on the structural subfloor; if cabinets are ever replaced, flooring runs cleanly under the new toe kick without exposed cuts; and floating flooring that runs under cabinet boxes can compress or shift under load over time.
